Can you enter text into the shout box?

In IE 5.5 and IE6, I can't see the input box.

The only other browser on my work comp is netscape 4.0 (old), and the site is god awful in netscape.

I was just that one time than it was gone. When I did it there was a drop down menu about 3 times the length of the Main Menu between the Main menu and the User Info Menu if that makes any sense.
