Well, I fail both of those...
Then again, so does every cop car that has side spotlights on their light bar and/or a spotlight on the A pillar. At least I have covers for my lights, and I'll make sure to put them on at next inspection. As for bumper height, I'll risk it. There are way too many jacked up "show" trucks with current inspections for me to worry about it too much.

I think if you have light covers you are OK. I got stopped in CA for not having my light covers on the lights.

Your aux driving lights should only work with the high beam to be steet legal. And can only be 55 watts.

EXCEPTION: Any lighting device that is both covered and not illuminated, other than lamps required, shall not be considered for inspection. Fog and driving lamps mounted below the level of the regular headlamps must be checked for aim as outlined in subdivisions I 10 i and 11 g of this section if not covered.

NOTE: The covers shall be a type that would be installed as original equipment and not tape, paper bags, aluminum foil or similar materials per subdivision I 11g (2).
